Converts QueryOptions into list of CLI arguments for Claude Code subprocess

The full argument list for a one-shot query: stream-json output, the configured options, and the prompt.

A query carrying structured input reads a content-block array from stdin instead of taking a prompt argument, so the person's words and the context the application attached stay separate all the way to the transcript. A plain query keeps the trailing -- prompt.

Converts SessionOptions into list of CLI arguments for a Claude Code streaming session subprocess. Always prepends the required streaming flags: --print, --input-format stream-json, --output-format stream-json. Does not append a trailing prompt argument.
