One thing a followed transcript says.
A transcript that is being written does not change everywhere. Almost all of it is settled — what was said is said — and the movement is at the end: a stretch of work still gathering rows into one, a call waiting for its answer. So a page is not sent the conversation again; it is told how much of what it holds is still right, and given the markup for the rest.
settled counts the rows of the transcript, in the order they are shown. A page that keeps that many and puts rows after them is showing exactly what the host rendered — whether the transcript grew, changed its last row, or lost rows. settled of zero is therefore the whole conversation, which is what a page is told when it starts following, and again whenever it starts over after a break.
rows is markup the host wrote in the cc-* vocabulary, the same markup a whole transcript is written in, and a page places it as it is.
