- ServerConfig carries an optional workspaceBackend name that survives a round trip and reaches no validator
- TerminalWorkspaceBackend.select takes a configured default at the decided precedence with a lazy parse
- WorkspaceBackend moves to its own file and gains a pure resolve for the dashboard binder
- The CLI passes None everywhere and behaves exactly as on main
workflow(IW-423): record the phase gate's missing format check
