Delete branch "%!s()"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
phase-pr exits 3 telling the caller to re-run it to continue waiting for CI. Re-running instead retries PR creation and fails.
Observed on IW-426 phase 01, PR #449:
./iw phase-pr --title '...' # created PR 449, waited 481s, exit 3
message: 'Run iw phase-pr ... again to continue the wait.'
./iw phase-pr --title '...' # same command, as instructed
Error: The branch 'IW-426-phase-01' was already pushed. You can create the PR manually.
Error: Failed to create merge request: Forgejo API error: 409
exit 1
dx-implementation-workflow/SKILL.md documents the opposite behaviour: 'Re-running it is safe - it finds the pull request it already created and continues waiting.'
Effect: review-state stays at ci_pending. Any pipeline slower than the 8 minute poll window hits this, so it affects every phase of every dx/ag/wf run on this project. The orchestrator must fall back to polling the forge API by hand.
Suggested fix: before POSTing a create, look up an open PR for the head branch and fall through to the CI wait when one exists.
