- phase-merge commits a dirty review-state card before the merge, so the checkout of the feature branch no longer refuses
- FakeCommandEnv models a dirty tree: shared uncommitted paths and an opt-in checkout refusal
- Regression tests for the heartbeat path, the ci-gate state-only path, and a real-git BATS case
docs(IW-578): record push-timeout follow-ups found by phase-pr
