Found during IW-578 phase 1.

PhaseAdvance.doAdvance (core/commands/PhaseAdvance.scala:223-235) checks out the feature branch before any review-state commit, the same order as the PhaseMerge.doMergeAndAdvance bug that IW-578 phase 1 fixes; a dirty card reaching it would hit the same checkout refusal.
