Found during IW-601 phase 3.

kanon awaitCi runs ci-gate again right after the ci-fix session pushes (~/ops/kanon/iw-plugin/lib/batch/CiGate.scala:70-113), and a resumed phase-pr pushes and then gates (core/commands/PhasePr.scala:243-251, push at :247); both can judge a stale head and use up an attempt, and both could pass CiGateTarget.expectedHead.

The awaitCi half lives in kanon and needs its own change there.
