The Claude session link misses a Claude Code process started from a versioned binary, ignores CLAUDE_CONFIG_DIR, and is not shown on the / board and agent lane.

Found during IW-652 (per-user dashboard, service links, Claude session links). Follow-ups, verbatim:

LiveAgentReader takes a process as an agent only when comm == "claude", so a Claude Code process started from ~/.local/share/claude/versions/<v> (comm is the version, e.g. 2.1.286) is not in the / agent lane — found while generating phase-03-context.md.
TranscriptReader reads ~/.claude and ~/.claude-iw as fixed paths and ignores CLAUDE_CONFIG_DIR — found while generating phase-03-context.md.
The / waiting board and agent lane show no Claude session link, because each card there is one <a> and a link inside a link is not valid HTML; the agent lane is where the link is most useful — phase-03-context.md review, decision 3.
