iw-cli llms.txt and docs/api lag the core — at iw-cli 110831e9, 10 core modules (IssueClosure, IssueLifecycle, IssueReference, IssueState, IssueTimelineEvent, PhaseLifecycleBadge, ServerOwnership, ServiceDeclaration, WorktreeGitDir, WorktreeServices) have no llms.txt row and no docs/api page, so their rows in skills/iw-command-creation/SKILL.md link to pages that do not exist; an iw-cli change

Intake: duplicate of #440

#440 asks to regenerate docs/api/ and llms.txt for every core module that has no page, and to give build-iw-cli-skills a check for modules with no page at all. The 10 modules named here (IssueClosure, IssueLifecycle, IssueReference, IssueState, IssueTimelineEvent, PhaseLifecycleBadge, ServerOwnership, ServiceDeclaration, WorktreeGitDir, WorktreeServices) are such modules, and their skills/iw-command-creation/SKILL.md rows link to pages that the same regeneration writes. The fix for #440 closes this issue. Reopen if this issue asks for something #440 does not.
