- ForgeWait: pure pre-gate budget decision, keyed to the branch, bounded by --timeout
- Review-state card carries forge_wait_started and forge_wait_branch, cleared when the pull request resolves or the phase merges
- phase-pr retries an unreachable forge in-process, then exits 3 with a resume line, or exits 1 when the budget is spent
- Case-level tests of fetchPullRequestForBranch on the gh and glab clients
