Moved to the effort directory

This overview now lives in the repo as the dashboard-control-plane effort:
project-management/efforts/dashboard-control-plane/ — intent.md (the original vision, made a compass), decisions.md (the stack + build-architecture decisions, recorded as shipped), map.md (the four layers with verified statuses), worklog.md (where we are).

Converted 2026-07-09 (PR #402, merged) because this body had drifted: Layer 0 (#344, #345, #346) and #347 were long closed while every checkbox here still showed unchecked. The effort directory is the single source of truth now — do not track statuses in this body. This issue stays open as the tracker anchor for the child-issue references; the original text is preserved in the effort directory and in this issue's edit history.
