Converts overview issue #343 into an effort directory under the efforts convention (kanon, plugin v1.46.0): project-management/efforts/dashboard-control-plane/ with intent + decisions + map + worklog.

Verified against the tracker and issue review-states: Layer 0 (#344/#345/#346) and #347 are done — the overview issue's checkboxes showed everything unchecked, which is exactly the drift the convention removes. DCP-D1 (Web Awesome/Tailwind v4/Vite/HTMX 2 stack) and DCP-D2 (core jar + Mill dashboard module + kept scala-cli command model) recorded as shipped decisions; HTMX 2 verified in dashboard/frontend/package.json.

One FLAG(retrofit) to sweep: confirm RELEASE.md reflects the IW-346 built-artifact packaging (DCP-D2 propagation box).
