Found during IW-620. core/test/GitTest.scala has its second PURPOSE: line at line 4, after the package line. The project rule puts both PURPOSE: lines at the start of the file (lines 1-2), so a reader or a grep that reads the file header does not see the second line where it expects it.

Fix: move the second PURPOSE: line up to line 2, above package.
