Found during IW-622 (phase-01-context.md, Scope). The project rule requires a two-line PURPOSE header. These core/test files have one // PURPOSE: line only: DebugTest.scala, AnalyzeHarnessTest, ConfigHarnessTest, DashboardHarnessTest, DoctorHarnessTest, FeedbackHarnessTest, InitHarnessTest, IssueHarnessTest, OpenHarnessTest, ProjectContextHarnessTest, ProjectsHarnessTest, RegisterHarnessTest, ReviewStateHarnessTest, RmHarnessTest, ServerHarnessTest, StartHarnessTest, StatusHarnessTest, WorktreesHarnessTest.

Also: DebugTest.scala says 'Debug test to understand stdout capture issue' — check whether the file is still needed.
