Found during IW-651 (phase 1 code review, iteration 1, composition suggestion: project-management/issues/IW-651/review-phase-01-20261001-145752.md).

issueId.value.split("-").last is repeated in core/adapters/GitHubClient.scala:335,385, core/adapters/GitLabClient.scala:288, dashboard/jvm/src/domain/IssueSource.scala:31 and ForgejoClient.issueNumberOf. One IssueId.numericPart would own it.
