Found during IW-671, which moved the issue timeline read to ForgejoIssueTimeline.

Extract the CI and pull-request clusters out of ForgejoClient — core/adapters/ForgejoClient.scala still has 1212 lines after the timeline moved to ForgejoIssueTimeline (IW-671).

Note from the IW-671 review: when a second cluster leaves ForgejoClient, move the shared private[adapters] TextResponse to its own file.
