Shared subcommand runner + migrate six commands ... bd779d8c0e

- Generic DispatchOutcome[+S] and a candidate-based dispatch overload hold the one name-resolution rule
- New Subcommand runner pairs each declaration with its action, so no eq arms or unreachable fallbacks remain
- service, server, config, gate, issue and review-state dispatch through Subcommand with unchanged output and exit codes
- Characterization tests pin today's behaviour, and SubcommandTest covers the runner
