Phase 7: YouTrack issue creation

Goals: Enable creating issues on YouTrack repositories using iw issue create

Scenarios: 2 verified (token validation, baseUrl validation)
Tests: 11 unit tests + 2 E2E tests (17 total in issue-create.bats)

Changes:

Added YouTrackClient.createIssue() method using REST API
Implemented helper methods for URL building, body construction, response parsing
Added createYouTrackIssue() helper in issue.scala
Validates YOUTRACK_API_TOKEN and baseUrl configuration

Completion: This phase completes IW-103. All 4 tracker types are now supported:

GitHub (via gh CLI)
Linear (via GraphQL API)
GitLab (via glab CLI)
YouTrack (via REST API)
