Bumps VERSION to 0.8.0 ahead of the v0.8.0 release.

After merging, push the v0.8.0 tag from main to trigger the release workflow, which packages the tarball, publishes the v0.8.0 Forgejo release pinned to the merged commit, and updates the vlatest pointer.
