chore(IW-463): update review-state for phase 07 0a8777591c

Plugins describe themselves ... d6b33195d2

- iw command-index writes and verifies a plugin's or project's commands.index.json from its own IwCommands.topLevel
- Help merges a manifest's facts onto the disk roster, so a plugin command gets a sentence without ever being executed
- Five degraded paths: absent, unreadable, unparseable, unknown-version and stale manifests fall back to the name-only line
- Manifest strings are stripped of terminal escapes and bidi overrides at the reader's single choke point
- A malformed or oversized manifest degrades rather than crashing the whole index
- command-index's scratch directory is per-user and owner-only, and refuses a planted symlink, file or loosened directory
- Eighth CommandGroup case, Authoring, holding command-index
- docs/plugins.md states the authoring contract for dev-docs 161
