- After a green CI verdict, phase-pr writes the card to disk and does not commit or push it, so the pull request head stays at the commit CI proved
- The no-CI path, the --no-wait path and the red path still commit and push the card
- Regression test for the green path, and guard tests for both --no-wait paths
- phase-merge test asserts the merge names the gated commit when the card is dirty
