Rewrites the second PURPOSE line of core/test/GitTest.scala. The line named only the remote-URL tests; it now names every operation group the file tests: remote URL, repo detection, branches, HEAD SHA and tree, dirty state, diff, staging, commit, push, pull, fetch-and-reset.

• core/test/GitTest.scala: one comment line. No code or test behaviour changes.
• project-management/issues/IW-631/: analysis, phase context and tasks, implementation log, code review, review packet, release notes.

Testing
