Opens development after the 3.12.0 release.

3.12.0 is published: the forge Maven registry holds it (JVM and Scala.js: pom, jar, sources, javadoc), and the v3.12.0 tag run uploaded it to Maven Central (run 778, SonatypeCentralPublishModule/publishAll SUCCESS).

A push of this branch to main publishes 3.12.0.1-SNAPSHOT to the forge registry: a -SNAPSHOT skips the registry probe and is always published.
