Found during IW-622 (phase-01-context.md, Scope). Same defect as IW-622 fixed in GitTest.scala: ConfigFileTest.scala, ConfigRepositoryTest.scala, DeletionSafetyTest.scala, GitRemoteTest.scala, LogTest.scala and OutputTest.scala have the second // PURPOSE: line at line 4, after package iw.tests at line 2. The project rule puts both PURPOSE lines at lines 1-2.

Fix: move each second PURPOSE line up to line 2, above package.
