- GitOps.pushedSha reads refs/remotes/origin/<branch>, with fake, GitTest and contract cases
- CiGateTarget.expectedHead: the gate does not judge a reading of another head and writes nothing to the card for it
- phase-merge reads the tracking ref around the recovery hook and waits for the pushed head
- Regression test, guards G1-G3, gate tests S1-S3, pure CiGateTest cases; mutations M1-M3 checked
