Summary

docs/plans/2026-08-11-ci-green-gate.md still described the state-only merge path (ci_gated_sha, CiGate.snapshotCheck) that IW-702 removed. This PR marks each stale passage as superseded in place and records the removal as departure 59 in "Built vs. designed".

Changes

  • New subsection ### IW-702 — the card leaves the tree with departure 59: the card is no longer committed, phase-merge always runs the full gate and merges against the sha that Green proved, ci_gated_sha stays in the schema only so that older cards validate.
  • 8 Superseded (departure 59) markers: §4.3, §4.5, §7.1, §8.5, §9 C8, §10, DECISIONS 8 and 9.
  • Trailing notes on departures 22, 36, 39 and 41 (41 only partly: GitOps.diffNameOnly stays for PhaseCommit).
  • Two further stale passages in the same plan (the CommitPolicy group, and "--no-wait is deleted") are filed as #770.

Testing

Documentation only. No executable code, schema or command output changed, and no test reads this plan file. Verified by rg: every hit of ci_gated_sha|ciGatedSha|snapshotCheck|state-only is under a marker or in departure 59. Code review: 2 iterations, 0 open findings.
