Add TrackerError (Unreachable, Refused, Malformed) with classifiers for
HTTP statuses and gh/glab stderr, and HttpCallFailure for sttp
exceptions. The forge clients, ForgeGateway and the PR/CI/merge calls of
TrackerOps now return Either[TrackerError, A]; ForgeCreateError.Other
becomes Failed(TrackerError). Messages are unchanged; no caller branches
on the case yet.

- Add TrackerError (Unreachable, Refused, Malformed) with pure HTTP-status and CLI-stderr classifiers
- Add HttpCallFailure to classify sttp exceptions
- Type every GitHub, GitLab and Forgejo network operation and the port's PR/CI/merge calls with TrackerError
- Keep every message and exit code unchanged; callers take .message
